Barb Clapp, CEO
Barb Clapp joined Dwyer Workforce Development as CEO in 2021. In her role, she leads non-profit program development, operations, strategic partnerships, marketing tactics and board development while leveraging past entrepreneurial and non-profit success to develop an immediate and sustainable market presence.
A successful entrepreneur and national business leader, Clapp was the founder and CEO of Clapp Communications, an international communications company that she sold in 2019 with the goal of taking her expertise into the nonprofit world. Barb has received numerous awards for her leadership. Committed to give a voice to the voiceless, Barb shares the Dwyer family’s passion for building stronger communities through workforce development and improving senior care.

Maria Darby, Chief Operating Officer
Maria Darby serves as chief operating officer of Dwyer Workforce Development. In her role, Maria oversees all operations and administrative functions; collaborates with the team to lead the strategic planning process; drives budgeting and forecasting; and more to support our organization’s mission.
Maria has an impressive background in the healthcare solutions sector, as well as a commitment to enhancing the quality of life for older adults and their families, that make her a strong asset to the Dwyer Workforce Development team.

James R. Seba, Chief Financial Officer
A seasoned accounting and finance professional with a breadth of experience that makes him uniquely qualified to lead the financial team of DWD, Jim Seba brings decades of experience in the financial leadership of mid-sized companies, non-profit organizations, and healthcare foundations and boards.
Jim is responsible for financial planning and analysis, the integrity of financial information, managing capital and banking partners, and developing strategic relationships. He has a strong track record of building high performing teams and solving complex business challenges.


James R. Seba, Chief Financial Officer
A seasoned accounting and finance professional with a breadth of experience that makes him uniquely qualified to lead the financial team of DWD, Jim Seba brings decades of experience in the financial leadership of mid-sized companies, non-profit organizations, and healthcare foundations and boards.

Sherna’ Barksdale, MSW, LCSW-C, Director of Case Management
Sherna’ Barksdale, MSW, LCSW-C, serves as Dwyer Workforce Development’s director of case management. In her role, Sherna’ oversees and manages all case managers; develops and implements case management programs and policies; advocates and facilitates support for Dwyer Scholars; and more to support our organization’s mission.
Before joining Dwyer Workforce Development, Sherna’ served as director of social services at FutureCare, the leader in short-term rehabilitation and nursing care throughout Maryland.

Sherna’ Barksdale, MSW, LCSW-C, Director of Case Management
Sherna’ Barksdale, MSW, LCSW-C, serves as Dwyer Workforce Development’s director of case management. In her role, Sherna’ oversees and manages all case managers; develops and implements case management programs and policies; advocates and facilitates support for Dwyer Scholars; and more to support our organization’s mission.
Before joining Dwyer Workforce Development, Sherna’ served as director of social services at FutureCare, the leader in short-term rehabilitation and nursing care throughout Maryland.
Lisa Chamness, Director of Partnerships and Programs
Lisa Chamness serves as director of partnerships and programs at Dwyer Workforce Development. She is responsible for partner management and will advance programs to support the organization’s strategic direction as well as expand mission advancement.
Prior to Dwyer Workforce Development, Lisa worked at another non-profit workforce development program, Second Chance, Inc. Lisa started as the business development manager and then as director of donations: both worked to provide people, material, and the environment with a second chance. Previous to Second Chance, Lisa worked as an experienced sales and marketing manager at several large banking corporations.

Teressa Turner, Operations Coordinator
Teressa Turner serves as Operations Coordinator for Dwyer Workforce Development. Within the nonprofit organization, Teressa is responsible for case management of Dwyer Scholars and relationships with training partners. In addition, Teressa handles all office management and scheduling. Her career experience includes working in NFP for 12 years— seven years with Allegheny East Conference, which is a religious organization, and five years with People Encouraging People, which works with the acutely mentally ill. Teressa has also been with CFG Bank for seven years.
